From demand to outcome
One procedure can contain several notices and versions. The index connects them into a process and only counts states actually reported by an official source.

These stages are not a lossless funnel: one procedure may have several lots, awards, contracts or modifications. A stage counts processes with at least one reported event of that type.
Procurement economics
The metrics stay close to the source: value types remain separate, missing data is not extrapolated, and rates are always read with their disclosed denominator.
Each bar sums EUR reports of its own type only. Estimates and awards do not necessarily refer to the same subset, so the difference is not a saving.

We read the EU platform TED (Tenders Electronic Daily, buyers in Germany, above the EU thresholds) and the national OpenData export from oeffentlichevergabe.de in OCDS format.
A fixed keyword list (artificial intelligence, machine learning, language model, chatbot …) flags AI-related notices. Deterministic, no AI model.
Official process and notice IDs connect tender, award, cancellation, contract and later changes. There is no fuzzy name matching.
Every version is archived immutably. New states extend the history instead of overwriting earlier reports.
Estimate, award, framework and payment values remain separate. Rates and concentration only appear with a disclosed denominator.
The index covers published notices from German buyers in TED and oeffentlichevergabe.de. The source layers can overlap; procedures are not merged across source systems and can therefore appear twice in the demand view. Not every procedure reports a winner, tender count, value or completion. Missing data is neither estimated nor interpreted as zero. We are not an official source.
